Why do motorists believe that anything they do whilst driving, is not within the scope of the police to apprehend and punish. In the times of bluetooth and handsfree technology why does the motorist believe that he/she can drive at 80 mph and control the vehicle with one elbow and still be safe. When you think of the mayhem and death that these people can create, the penalty for this offence is not enough. The accidents they cause are usually behind them " blimey i could have been in that I was on that stretch of motorway about that time". We see these people all the time on their phones, why, because we let them get away with it.
